Bumps @lerna-lite/publish from 3.3.1 to 3.6.0.

Release notes

v3.6.0

3.6.0 (2024-06-27)

Release info

On May 4th, 2024, without notice or warning, npm archived a few packages that Lerna-Lite depended on and in particular the npmlog package, to go around these deprecations, npmlog (and couple of other indirect deps) was inlined and rewritten as ESM into a separate package in Lerna-Lite (the original Lerna also did the same changes). I might reimplement it with a lighter alternative in the future but for now that will do.

OK, I won't notify you again about this release, but will get in touch when a new version is available. If you'd rather skip all updates until the next major or minor version, let me know by commenting @dependabot ignore this major version or @dependabot ignore this minor version. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.

If you change your mind, just re-open this PR and I'll resolve any conflicts on it.
