The format for the RTCP feedback message for TFRC rate control #159

What steps will reproduce the problem?
1. I am looking for the format of RTCP feedback message for rate control that 
Google Talk implemented. In the libjingle website, such format is said to be 
updated in the future document but it seems there is no update for a long time 
about this. Anyone knows about this format please advice.
