Allow importing time at the project-level #57

Good morning,

I've made a change that makes possible to log time directly on the projects instead of only in the issue, and for that it is only needed to have on toggl a project that is an exact match with the name of the project on redmine.

This is a modification I've made for an use case in my corporation, and I hope this could help you all as well.

This was tested internally by my company and until now we have found no bugs, but let me know if you all find any.

First of all thank you for your idea and your pull request. I've added a commit to the 4.x-dev branch to remove the e from Toggl so that this PR doesn't have to worry about it.

As for the rest of the PR, I will take a detailed look at it when I have more time. I had thought of this before, but I didn't implement it because I've always seen people logging time at the issue-level and very rarely at the project-level.
