Use Toggl API v9 because API v8 is deprecated.

Thanks for this PR. It seems this contains 2 things:

Redmine 5.x compatibility changes. I have refactored them and included them in the 5.x branch.
Toggl2Redmine API v9 changes.

I have modified the Redmine 5.x changes and merged them into the 5.x branch.

As for this branch, if you could rebase it on the latest 5.x branch and resolve the merge conflicts, I believe I should be able to merge them this evening and release a new 5.x version.
