run this page in WP7 emulator:

or make your own test page and open it in WP7 emulator

the scrollbar is shown but you can't pull the scrollable content, nor can you 
drag the scroll-slider .. i can only click on the scrollbar which will move the 
content some 50 pixels or so on every click.

I have the same problem on my Nokia Lumia 800. :-(

i managed to fix it using some CSS magic... ill see if i can dig the solution
