Windows Version needs MSVCP71.DLL #197

What steps will reproduce the problem?
1. Install a clean Windows XP system
2. Install ulipad
3. Run ulipad

What is the expected output? What do you see instead?
The program should started, but it give only a dialog inform MSVCP71.DLL is
missing. 

What version of the product are you using? On what operating system?
0.9.3, on windows.

Please provide any additional information below.
After download the dll and put it in the lib dir of ulipad, the program run.

Sorry, the version should be 3.9.

Maybe your windows is not xp, so you can download it from other site yourself.

That is an easy problem to fix. Download the dll from the site below and place 
the
file in the ulipad base directory or anywhere in your sys.path

Agreed, you should fix this.  I just ran into the same problem.  With Win7 now 
out,
the number of people running into this will grow fast.

This problem is not ulipad but wxpython or python.
