Github archive automation incorrectly flagging issues #454

The following issues have the feature request labels yet they were added into archiving.

https://github.com/jikan-me/jikan/issues/287 was unaffected interestingly

Wrong version of the actions/stale action. My bad.

Edit: missing s... it should be exempt-issue-labels instead of exempt-issue-label
