Add a menu item and/or keyboard shortcut to format all comments in current

I think it would be also nice to try to include it into ReSharper's list of 
code 
cleanup tasks so it could be done along with file reformatting.

Done and done

V 1.5 beta 4 now has both code cleanups for reformatting / retagging and menu 
items to apply them to all comments in the current file.
