Consider adding an option for Scotland/Wales rates, as they are different to England #4

According to this page https://www.gov.uk/guidance/rates-and-thresholds-for-employers-2022-to-2023 the rates in Wales are the same as in England. They are certainly different (and seemingly a lot more complicated) in Scotland. I will leave this open for now for information.
