added lib.callback to syncShops in client fixed lib.callback of syncShops in server to use return instead of cb fixed stashes erroring if you don't have stashitems table fixed buying not exiting if not enough money fixed error about data.l when using ox_lib context menu's and custom shop calls

Thanks so much for making this PR.

I've tested this with a handful of the jim-food/bar/club premium scripts and it fixes all the issues I could find with having a full OX setup in config.
