Reduce the permits state shown in Step 2 details #1

Raised by Rheinland - Permit/Details/Step 2 - The list of nearby activities as working and affected location includes permit in all states. This list becomes huge very quickly. The states should only be waiting for issue to suspended only. i.e. exclude draft and waiting for verification.

eVision advise this will also improve performance
