Currently Groups are applied globally. There will end up being a very large list of Groups. Any Group that is created is visible and able to be used by any other site on the build. There is a good chance of people using the wrong groups if they are not correctly labeled with the assets name. Also it makes it harder to find the correct group quickly when setting up users, which kind of defeats the point.
