Feature Enhancement: Added Conf2JSON class. Added Henry Winterbottom's produtil changes from HWRF to the NCEPLIBS-pyprodutil repository.

The enhancement to produtil may be useful for other users of the produtil package and it also allows for direct syncing of the HWRF's produtil with the NCEPLIBS-pyprodutil, as the produtil directories will now be the same, (at least for now).

WAITING... 2 close .... Changes still need to be tested by other produtil users, accepted and than committed to the VLab NCEPLIBS-pyprodutil git repository.
