This PR adds installation instructions for OSX Mountain Lion and Ubuntu 13.04. I noticed my editor stripped spaces on blank lines. I can redo the PR without this if needed.
The GSL changes to Homebrew are needed per http://stackoverflow.com/questions/7379729/problems-installing-gsl-gem
