Dev Policy: every Project card should be an issue. #252

Turns out I generally check issues more often, when I have a little time. The Projects tab is also inspected but generally only when I expect to have some bigger chunks of time available, where larger/largish work might be attended to.

Still struggling a bit with getting & keeping this organized, and not just for me either. 🤔
