compare Utilities/BibTeX/RisToBibTeX.cs vs Utilities/BibTeX/EndNoteToBibTeX.cs : RIS is not the same format as EndNote, yet the cod is a straight copy of EndNote import (except the format spec comment chunk at the bottom of the source file).

Looks like this was work which was copy-pasta started but never finished.
