Im adding smote in a the plate2 branch

Smote (or any other data creation rebalancing methods) are not compatible with the idea behind smorgasbord, as every entry in the dataset needs to map back to a real chemical. The generated data created by smote would not do this thus it think this better suited as an add on in qsar utils for use only when build model manually and not with the plate
