TIMELINE: Add valid data check for highlighting calls #59

Add check that start date < end date for decorators.

Else, the bad decorator works (more or less) on all platforms except IE 
where it craps out. By adding valid data check makes the library more 
bullet proof and removes another IE-only problem.
