It also appeared for me with last Chrome update (83.0.4103.61)
For what it's worth, it's also happening on the latest Edge Chromium 83. It redirects but does not highlight the address bar.

Sorry but thought I should share my pennies worth here for the devs. This form of unhelpful and demanding thread bumps do not achieve anything and come across as very rude.
All the contributors most certainly use this software themselves and will no doubt be annoyed by this bug as well. Regardless this is now an official issue so you can be certain they are aware. Contributors for this project are not paid to fix this software, nor are you forced to use it.
Unless you have any form of new information or (perhaps even a code contribution for a fix?) to share, then you likely are of no help and just irritating those who have spent hours of their time developing this for you.
Well one thing that may help is that the behavior only seems to occur when redirecting to a new URL explicitly. Redirecting to the default New Tab Redirect page works perfectly fine, and focuses the address bar like intended.
Edit: They seem to mention this on the main page at the moment, however. Would it theoretically be possible to trigger a Ctrl+L input automatically after redirect? A bit hacky, but it may work.

I replied within the issue in above link; it didn't work for me :(
Option: Always update tab, not redirect. (Enable for cursor in the address bar) Issue: Even when checked focus moves to page and away from address bar.
