Civilian equipment #25

Federal agents and military types have reasonably good equipment defined, but there's little or nothing set up for civilians. I'd like to improve that.

I was thinking stuff like 95% chance of a smartphone, 25% chance of a laptop, 25% chance of a handgun, 25% chance of a pocket knife or multi-tool, maybe a 10% chance of a first aid kit, that kind of thing. 100% chance of a laptop for computer scientists, of course.
