Streamlining infra deployment for Hub

Acceptance Criteria

Every time a change to the lambda function happens:

A bunch of unknowns, current infra does not work well, needs to be streamlined. This task might include rebuilding the current infra.

Potentially look into serverless instead of Terraform. --> makes deployment super easy

Updated tasks after @imsergiy's demo on serverless:

[ ] Build CICD for any "serverless" deployment for jina. The assumption would be every directory at the top-level under conole-web-functions which has a serverless.yml file is considered a "serverless" application.
[ ] We need to enable different staging servers for all deployments.
[ ] Enable tests for any change to the code on a staging/prod server during CI/CD

Research items:

[ ] Combine multiple runtimes for a single serverless app (including tests)
[ ] Auto-documentation generation for serverless APIs
[ ] How do we add a custom DNS entry for the final api endpoint (e.g.- something.amazonaws.com to somethingelse.jina.ai). This is done with Cloudflare. This is of the lowest priority though, as we have limited serverless apps & we can get this done manually for now.
