Implement Design for Login screen #282

Due to delays in design workstreams this might be done from wireframes for now

Add screen with login button in the centre
Clicking the button prompts the user to login with their GitHub account
After the user has logged in redirects them to the main page of the console
Displays the profile photo pulled from their GitHub profile in the top right corner

Make sure that the flags for hiding this in the production release are implemented

Acceptance Criteria

a login button allows that utilizes the GitHub auth
a profile picture displayed in the top right corner of the screen
