Create NPM package #312

Create the structure and a mechanism for this.

Tied with a usecase ticket. For replicability of usecases it would make sense to simplify future development by implementing an NPM package to perform the following utility functions:

base 64 encoding for different types of files
taking an array and formatting into documents

Could be applied to Jina box

Don't need this anymore. Everything we wanted to put here will go in jina-ui
