feat: setup monorepo #1

Overview:

Monorepo created with yarn workspaces (see root package.json)
Created packages for jinaJS and showcases
Added fileToBase64 function to jinaJS
Showcases uses NextJS, React, Tailwind
Showcases imports fileToBase64 from jinaJS and uses in demo
Using yarn instead of npm

Commands (from root directory):

yarn install to install all dependencies
yarn jinajs build to build jinajs (otherwise can't import into showcases)
yarn jinajs autobuild to rebuild on changes to jinajs
yarn showcases dev to start showcases nextjs dev server
yarn showcases build to create a build

Actions (not tested since not in repo):

deploy-showcases builds and deploys showcases to gh-pages branch
publish-jinajs builds and publishes jinajs to npm

Naming:

packages are following naming convention @jina-ai/<package>
- ex: @jina-ai/jinajs
