edit-item inconsistent with edit-stall in UG #8

Edit-stall section states the requirement for the stall to have a review to edit rating and description but edit-item doesnt even though both have the same requirements.

We did mention it in the info box below, so it is clear to the user that there is a requirement to have an existing review.
