Feature request: selection #11

I want a "Selection Tool" that allows to me to select some pixels and to some 
with them, like:

Alt + left: Move all left
Alt + right: Move all right
Alt + up: Move all up
Alt + down: Move all down
Shift + up: Clone all to up
Shift + down: Clone all to down
