Certain fields cannot be omitted

What steps will reproduce the problem?
1. Set pszPrivacyPolicyURL to NULL when installing exception handler with
CrAutoInstallHelper.

There is no privacy policy in the report window.
crashrpt crashes.

What version of the product are you using? On what operating system?
1.2.2, Windows 7.

Please provide any additional information below.
Consider this as an enhancement. People may need more customization in the
report window.
