If the user has accumulated fees to withdraw:

[ ] Show a badge on the account info in the top right, on desktop maybe show a shortcut in the header
[ ] On the account info modal, have a link to a withdraw page
[ ] Withdraw page that states amount to withdraw and has a button to start the process
