Adding new setting that can be used to create ADS connection to any target without system manager checks etc. So the client can be used to connect to ADS targets without PLC runtimes, such as

EtherCAT masters
EtherCAT terminals
Systems running ads-server
Other systems, such as PLC license systems

What is needed:

Do not check system manager state
Do not subscribe to system variables
Just connect to to router or target basically
