Clarification of NuGet package name. #32

It took me a little while to find the package name that needed to be installed in my .NET Core 3.1 MVC app. I thought I would make this PR to save others time down the road.

But it's still System.Security under .NET Framework (and probably System.Security.Cryptography.Xml in .NET Core), please update accordingly
