Set the current slot during initialization of slot-related parameters

• Sets the slot for SlotToggles and last update slot to the current slot instead of 0.
• This fixes a bug that could have caused a newly created operator delegation to cooldown stake faster than expected when the operator delegation is created, delegated to, and cooldowned within the same epoch.
