TitanUtil/1.1.0 build #2337

This is not the first time that jitpack has failed to retrieve wpiutil-cpp-3.0.0-linuxathena.zip. It only happened 30% of the time. I used to think that it was an issue with first's maven release, but after writing a python script that downloaded that same zip 100 times... it didn't fail once. 

FAILURE: Build failed with an exception.

* What went wrong:
