Get parameterized PSF maps #7

Currently, we have 16 drizzled PSF maps which we use to "augment" our training set. But ideally we'd be treating the PSF position and shape as a parameters. It'd be good to parameterize the PSF maps in terms of these physical properties rather than pixel values.

This requires using Tiny Tim to generate the PSF maps and drizzling with MultiDrizzle.
