Event allows migration of surface cultures to underground #1059

Was playing and colonising counties as Nordinbad when i came across this event that occurs when bordering a county with a separate culture, the top option allows one to change the culture and religion of a colony with a surface culture

This should be fixed, will wait for tester confirmation before closing

The event didn't fire for me when i recreated the exact circumstances, but i wouldn't consider closing this before more confirmation from another tester
