For Eregion, the thought was that non-Elves trying to settle the region would trigger regular ‘unlucky’ events, and trying to ‘cleanse’ the region by such (removing the haunted ruins blocker) would require high piety and a low chance of success. Essentially to explain why they haven’t been colonized in millennia.
