@VectorMaximus started a very nice mechanic which is similar to others we have in the game at start. The King of Rohan sends an ultimatum to the leofrings to join the Riddermark (become vassals) or live by their own, after which Theoden gets a claim. This is for the regions of the Wold and does not affect Parth celebrant and the two provinces just below Dol Guldur.
The main issue with that was that inependent Leofrings fighted each other including Parth Celebrant whose liege is Galadriel, leading to a Galadriel conquering her way down from Lorien to the Fall of Rauros.
We changed the behaviour depending on the lore-friendly game rule:
In case of default_ai (lore_friendly) - we don't want by default them being independent so that they battle each other and end up being Vassalized by Lothlorien having that long gorge effect through the Anduin, so:
100% of chance of Rohan to send the letter. 0% not sending it.
100% of leofrings chance of fealty swear, 0% not swearing.
In case of weighted_behaviour:
75% of chance of Rohan to send the letter. 25% not sending it.
75% of leofrings chance of fealty swear, 25% not swearing.
In case of random_behaviour:
50% of chance of Rohan to send the letter. 50% not sending it.
50% of leofrings chance of fealty swear, 50% not swearing.
With this we guarantee at least for lore-friendly that Galadriel will not be expanding her realm down the anduin river.
