In the midst of Mordor balance testing, I observed that the RK won the War to Reclaim Calenardhon against Saruman. The result was that a single county became part of the RK, while Queen Eowyn remained a vassal of Saruman. The one county had been in Saruman's personal domain because he took it in a smaller war before subjugating Rohan, and all of the Rohirrim were still following their own faith.
Clearly, there's something wrong with the victory effects of that CB. I think what it does is give titles in Rohan that are held by evil rulers to the RK and then let independent Rohirrim join in an event. But if the kingdom title is held by a Rohirric-faith ruler under Saruman as in this case, they are not granted independence from Saruman or vassalized.
