Some Legitimizing Legends have the reward listed as giving claims on every existing title within an Empire's dejure but upon completing the Legend the reward is not given

It seems however that The Benevolent Dictator legend that is available to Bellakar does work, with claims being given on all existing titles as the reward states for completing the legend.
Possibly delving into how this works would provide insight on the issues with the above Legends
