Renewal management UI - Option to skip receipts management

The receipt management process is not used by everyone. There should be an option to skip the receipt management steps, i.e. directly pass the renewals to "Closed" (or nothing, see below).

Also, the "Closed" tab is redundant with the "Invoiced" tab (or the new "Invoice paid" tab to create) for renewals that are being paid. A "Lapsed" tab for collecting the final unpaid renewals and an "Invoice paid" tab for collecting the final paid renewals are sufficient.

The "Closed" tab is still there. It's where the renewals go when the lapse notifications are forwarded to the client
