Led Array Firmware Serial Control

Add serial control to the LED Array, so it can be controlled from a computer

• Add serial connection to the firmware design
• Add in a serial data buffer that is used to set the pixels
• Change the design to run on the icesugar FPGA devboard
• Add python example for controlling the matrix
