Automasking and noise heuristics for tclean adjusted to better align with ALMA imaging pipeline settings.

In reviewing the tests, I don't see significant changes with respect to previous tests. There were some small differences in the masks where the parameters were indeed different based on the properties of the data, but nothing of concern that I see.
