Use 5% of the bandwidth spread as the threshold for switching to the sumwt_reffreq #47

This PR updates the reffreq calculation to switch to the sumwt_reffreq based on the difference between sumwt_reffreq and bandwidth_reffreq being more than 5% of the (max - min) frequencies covered by the spws. Also use the same criterion for VLA observations.
