Adding new historic CO2 Criterion

we should add a longer term historical CO2 data set in addition to the MLO model weighting criterion we already have.

Smith et al. 2024 use the following data to calibrate FaIR: Link to CO2 data

Data are from Indicators of Global Climate Change 2022: The dataset contains standardized data for figures and results used in the Indicators of Global Climate Change paper.
