SLOW file downloads #22

Today, the file downloads from zenodo are REALLY slow - like, 10 minutes per file.

Maybe this is temporary. Or, we could fix this by instead downloading from a local cache - e.g. under ldas-jobs/~jonah.kanner or similar. Could even pre-downsample the files, so they are smaller.

I've started using a persistent cache, which should more-or-less resolve this issue.
