Copy datasets from Adaś to Azure #119

For each directory containing blobs repeat the following steps:

  1. (optional) run scripts to fix missing values in the dataset.
  2. Create an archive (possibly .tar.gz)
  3. Copy all files to the archive
  4. Upload the archive to the Blob Storage on Azure
