What I Changed (why isn't this visible in the diff?)

NOTIFICATION_BACKGROUND now matches GUTTER_BACKGROUND.

  1. How it's possible that ICLS files weren't changed considering that JAR file is built from them?
  2. Are both Light and Dark themes affected?

@aik099 I had been using a very old version of intellij-colors-solarized for my Before picture. The current version (without this PR) fixes the problem. This PR is unnecessary. Closing.
