Cannot open load file: No such file or directory, ox-pandoc #472

Since the latest update I get:

Error (use-package): org-ref/:init: Cannot open load file: No such file or directory, ox-pandoc Disable showing Disable logging
Error (use-package): org-ref/:catch: Cannot open load file: No such file or directory, ox-pandoc Disable showing Disable logging
Error (use-package): org-ref-ivy/:catch: Cannot open load file: No such file or directory, ox-pandoc Disable showing Disable logging
Error (use-package): scimax-email/:catch: Cannot open load file: No such file or directory, ox-pandoc Disable showing Disable logging

After installing ox-pandoc the message is gone. It probably should be required by packages.el.
