[CRP] Xavier Docker update #10

Description: Create a docker for leaf that is able to run CRP with all necessary sensors and control the vehicle in ROS2 environment. AC:

the docker is able to run on the nvidia jetson agx-xavier (ARM64) platform
crp project is built and able to run inside the docker
system specification doc is updated

Effort: 0.8 SP Prio 1

Created Dockerfile and a script for it. It builds the CRP project to a docker. It requires the autoware docker which can be built from the autoware package using its script.

Updated system specification with instructions for installing the platform and building the docker container.
