Add a contribution guide to the docs #32

Summary It would be helpful to have a guide for how people can contribute to the repository. This would include including how to set everything up locally in the README, and more detailed information on the design / architecture of the website as part of the Wiki

Basic guide completed in #48 and #50. Design and architecture documentation will be completed as part of another ticket
