the EPSILON value is not exported in the python/cython version #107

What steps will reproduce the problem?

1. in python/cython version, trying to filter points that are closest than 
EPSILON before sending to poly2tri.
2. EPSILON is not exported from the lib. 

What is the expected output? What do you see instead?
Expected to have a read-only value for EPSILON.
A bad guess for EPSILON will either cause a crash if it's too low or will be to 
restrictive if it's too high.

What version of the product are you using? On what operating system?
Ubuntu 14.04 / Python 2.7

For the Java version I picked the EPSILON 1e-12 assuming input points would be 
in the range -1 to 1.

For decent robustness they should also be rounded to 10 decimals.
